- Welcome: The Chair welcomed everyone to the meeting and those present were: Neil Johnston (NJ) - Chair, John Stockley – (JS) - Vice-Chair, Ann Myles – (AM) - Treasurer, Colin Young – (CY) – Secretary, Tony Fitzpatrick (TF), Elliott Boyle (EB), Ally Dewar (AD), Councillor Steven Carr (SC)< Councillor Crawford Reid (CR) and members of the public.

- Update from Police: Sergeant Rob Southern was present to address the meeting on several current issues including youths trying doors at night and urged residents to call 101 or 999 to report such matters. Fly-tipping comes under the control of PKC but the Police are keen to assist in stamping out what could be seen as a rural crime and he encouraged people to get the vehicle registration of any suspicious activity and report this. Housebreakings have been on the increase and suggested people use timed lights to deter thieves and inform the Police if a property is to be left unattended for any prolonged period of time. Police Scotland can put a ‘marker’ on such properties and carry out periodic visits. Two speed check sessions had been carried out in the last month but nobody had been stopped. - Minutes of the meeting of 6th February 2023: These were agreed and signed by the Vice-Chair.
- Treasurer’s Report: Most of the outgoings had been for Warm Spaces funding that has been covered by PKC. The report was agreed.
- Matters arising from the Minutes:
- A9 bus shelter – SC and CR had raised this matter with PKC but, as the structure would be on a trunk road, advised that Transport Scotland should be approached. Action: CY
- Coronation celebrations – CY had approached local organisations to learn if there were any proposals to learn if they were arranging anything. To-date there had been no responses but, as Little Dunning takes place a month later, perhaps there would be the chance to ‘theme’ the event. Action: TF
- Communities Map Scotland – JS was able to report that this had been examined but that there would be a huge amount of work to be done with little advantage to this community. The cost per. Annum after the first year was also an issue and this proposal should be dropped. This was agreed.
- ‘Draft’ watermark on Minutes to allow earlier inspection by the public. This has been completed.
- Community Service Volunteers – CY reported that contact had been made but no response received but that a further approach would be made. Action: CY
- Football posts in Rollo Park – JS had approached the Rollo Park Trustees and learned that PKC and LiveActive had erected these following the Placecheck initiative many years ago. The dual purpose posts (rugby and football) had been the preference of the Rollo Park Trustees. Dues to the poor condition of these posts it had been decided to have them inspected and dismantled as soon as possible. The Chair of the Trustees indicated that this could be done while replacements were considered. Action: JS/AD
- Village Hall heating – this is still to be resolved. Action: CY
- Village Hall projector and screen – EB reported that DPHS had purchased a projector and that LiveActive will deal with the drop-down screen. This has been completed.
- Near miss at Forteviot level crossing – This has been completed.
- Disabled toilet at Pavilion. This has been completed.
- Warm Spaces – TF reported that the current situation was the Bowling Club on Sundays from 2 to 4pm and the Church Hall on Thursdays from noon to 4pm with this venue developing into other pursuits.
- Planning:
- CY reported on the scoping exercises for 2 windfarms at Craighead Farm and Burnt Hill that lay outwith the DCC area. These may impact on the community in terms of blade flicker, transport, etc. but both sites tend to lie towards the south.
- Shinafoot A9 interchange – CR reported that the applicants had lodge an appeal with the Scottish Government but no further details were available at this time.
- Road Matters:
- CR had made a journey along the A9 with representatives of AMEY and Transport Scotland to highlight the issues at various locations. Those responsible will look at flashing warning signs and new coloured studs to try and address the safety issues at Dalreoch.
- TF asked if there had been any progress with the VAS signs for the village and SC indicated that these were the sign of preference for PKC to erect in the near future.
- Correspondence: CY had received a request from the Lord-Lieutenant of Perth & Kinross for nominees for the Royal Garden Party on 4th July 2023 and that 2 names would be put forward. Action: CY
- Meetings Attended:
- TF reported that Little Dunning would be held on Saturday 3rd June with a great deal of interest already expressed by stall-holders. A further meeting will be held soon.
- NJ had attended a LAP meeting at which it had been noted that the CIF for Ward 7 still had £17K unspent with the assumption that this would roll-over into 2023-24. SC was able to confirm that the CIF would continue to provide funding for local use.
- Councillors’ Reports
- SC reported that PKC was making £80K available to try and address the fly-tipping problems.
- SC reported that the Blue Bin ‘Stick to Six’ campaign would run in this area from 13th to 24th March with exhibitions in the Primary School and Dunning Church Hall. This project seeks to reduce contamination with inspectors operating in areas where this has been a problem. PKC has targets to meet or they are penalized and lose any money they have earned by recycling. TF told the meeting that he would be receiving leaflets and posters from PKC this week.
- CR indicated that there had been some confusion about what could and could not be recycled by that technology was leading to more items being recycled in the future.
- Any other business:
- PKC Raising Awareness sessions are being held with one in Crieff on the 21st March and that he would attend with a further space available for the DCC. He will approach SJ.
- Ad reported that there was a very large hole on Perth Road that had been reported to PKC but t hat no action had been take. He will keep reporting.
- Big Place Conversation – a member of the public asked if Dunning was involved with this as it appeared to seek local suggestions that would be entered into LDP3. Action: JS
- Path to Sewerage Works – it was reported that a section alongside the Water Treatment Works had collapsed and would only get worse. While it is passable the fence of the Sewerage Works could quickly be compromised. Scottish Water will be contacted. Action: CY
- Dog Fouling – Problem along Perth Road that needs addressing. SC suggested that the Dog Warden be made aware of the problem. AD indicted that this had been an issue in the past and a dog owner spoken to by the Dog Warden.
- A question was asked in relation to the proposed legislation to have deposits on drinks cans and bottles and whether a container could be made available in the village. As this is only proposed legislation it was thought that this might be premature but could be considered in the future.
