Meeting Procedure

The general purpose of Dunning Community Council (DCC) is to ascertain, co-ordinate and express to Perth & Kinross Council (PKC) and other public authorities the views of the Dunning Community. PKC also has a duty to consult DCC on how local services are delivered, and other issues affecting the community. Our monthly meetings are therefore forum for DCC and representatives of PKC to discuss new and recurring items of business. Members of the public are welcome to attend and observe these proceedings.

The statutory activities and conduct of the DCC are governed by a Scheme of Establishment which, among other things, outlines the procedures for regular meetings and their reporting. Some of the points you should be aware of:

  • The meeting agenda is prescribed (see copy, below) 
  • Minutes from each meeting should be approved by Members and signed by the Chair, before being forwarded to P&KC. They may then be made available to the  public.
  • Free debate is restricted to elected members of the Community Council and those ex-officio members present, such as the elected Councillors for Strathallan Ward of PKC. Other public-service representatives - Police Scotland, for example - are also invited to contribute.
  • Should you wish to make the Council aware of a concern or observation, the DCC may be addressed through the Chair following the completion of the Any Other Business agenda item. Alternatively, it may be made – again, through the Chair – if the subject of individual interest or concern falls within one of the agenda items.

While your Community Council is keen to encourage public attendance and participation at these meetings, we would respectfully request that you please keep your representations as brief as possible. You should also be aware that a response may require further discussion between DCC members.

Finally, please remember that, for the maintenance of order in the debate, it is the Chair's responsibility to decide all questions of order, relevancy and competency arising at the meetings, especially those relating to the public in attendance at meetings. Under the terms of the Scheme of Establishment, the Chair's ruling is final and shall not be open to discussion.
