- Welcome: The Chair welcomed everyone to the meeting and intimated that a member of the public was in the process of being co-opted onto the Committee in the near future. Those present were: Neil Johnston (NJ) – Chair; Ann Myles (AM) – Treasurer; Colin Young (CY) – Secretary; Lori Corbet Mann (LCM), Tony Fitzpatrick (TF), Ally Dewar (AD), Councillor Keith Allan (KA)
- Apologies: John Stockley (JS), Scott Jeffrey (SJ), Councillor Crawford Reid (CR), Councillor Steven Carr (SC)
- Update from Police: No officers were available but members continue to receive the Local Area Commander’s Weekly Bulletin by email.
- Minutes of the meeting of 5th June 2023: These were agreed and signed by the Chair.
- Treasurer’s Report: AM presented the monthly report and this was agreed.
- Matters arising from the Minutes:
- Football posts – KA had been on site and seen that these had not yet been erected and he will pursue this matter with Community Greenspace. Action: KA
- Community Needs Assessment Plan – the matter of dropped kerbs at specific locations is ongoing and a date for this work has not yet been announced. Action: TF/JS/KA
- St. Serf’s Church Wall – KA had been informed that this was not a matter for PKC but, as they cut the grass in the graveyard, he will go back and argue this issue as the condition is very bad and could result in a collapse in future. Action: KA
- Planning Matters:
- House east of Gateside Cottage – Refused
- Alterations & extension in Croft Avenue – Refused
- Alterations to agricultural building for guest facilities and 2 shepherd’s huts – Approved
- Roads Matters: CY indicated that it had been confusing to visitors to the area to have 2 road closures in place at the same time. Thankfully the Muckhart Road closure is about to end.
- Correspondence: CY reported that the Perth & Kinross Health & Social Care Partnership Programme for 2023 to 2026 was being reviewed and people were being asked to attend a meeting in the Aytoun Hall on 18th July from 2pm to 4pm and 7pm to 8.30p. The poster will be placed on the Notice Board. Action: CY
- Meetings Attended: TF had attended the Safer Communities meeting and explained that they would like to see better co-ordination of local volunteering. This will be considered. The Community Investment Fund (CIF) dates were also announced.
- Councillors’ Reports: KA wished to speed up the matter of parking and proposed that the walkabout take place on Wednesday 12th July at 2pm and this was agreed.
- Duck Race: AM reported that she would get tickets to all members a few weeks before the event that will be on Saturday 19th August at 6.30pm. AM will be asking for tombola prizes.
- Any other business:
- AD reported that Criminal Justice Services (CJS) had instructed that no further work be carried out in the playpark as this was part of the Rollo Park and not under the control of PKC. AD will contact CJS to inform them that PKC carry out any maintenance and repairs to the equipment and cut the grass so it would appear that work on the seats would be their responsibility. Action: AD
- KA reported that the Scottish Government had promised to replace play equipment throughout Scotland and that pressure was being applied to make good on this promise.
- Comments were made about the VAS systems on Station Road and Auchterarder Road as they appeared to respond to approaching traffic in a different way. KA will take this matter back and ensure that the calibration is correct and that the overhanging branches on Auchterarder Road are cut back to provide clearer vision. Action: KA
- KA reminded everyone that the CIF had over £50,000 dedicated to Ward 7 and that we needed to get projects proposed as soon as possible.
- LCM reported that the proposed wind turbine at Findony Farm was now going to be 100 metres high with 30 metre blades. There was a plan to bring all the materials through the village but no timescale was yet in place.
- TF informed everyone that once the football posts were erected St. Johnstone Street Football would be able to attend from sometime in August to engage with young people and improve football skills.
- AD reported that he had spoken to the Rollo Park Trustees and that materials would be purchased to repair and re-paint the seats.
- AD told everyone that she thought that the phone box looked extremely smart with the green paint that was applied by the CJS people, and that a letter of thanks should be sent to them. Action: CY
- NJ raised the matter of the next meeting with the Craighead Wind Farm company and it was agreed to ask them to attend out next meeting on Monday 4th September. Action: CY
- NJ reported that the matter of payment to the website company would soon be resolved by making some adjustments to the DCC banking arrangements. Action: AM/NJ
- NJ asked about the 50th Anniversary of Community Councils Newsletter that had been suggested by PKC and he will look into the best way to take this forward. Action: NJ
