- Welcome: The Chair welcomed everyone to the meeting and those present were: Neil Johnston (NJ) - Chair, John Stockley – (JS) - Vice-Chair, Ann Myles – (AM) - Treasurer, Lori Corbet Mann (LCM) – Acting Secretary, Tony Fitzpatrick (TF), Ally Dewar (AD), Scott Jeffrey, Councillor Keith Allan (KA) and members of the public. The Chair notified those present that Elliott Boyle had tendered his resignation from the DCC, and that a replacement could not be made until 6 months had elapsed from the recent election.

- Update from Police: No officer was present but members continue to receive the Local Area Commander’s Bulletin by email, which is also shared with the community via the Dunning Folk and Friends Facebook page by a member of the public.
- Minutes of the meeting of 6th March 2023: These were agreed and signed by the Chair.
- Treasurer’s Report: AM presented the monthly report that contained income and expenditure including money for Warm Spaces, Christmas Lunch, and travel expenses. The report was agreed.
- Matters arising from the Minutes:
- A9 bus shelter – KA advised that he had spoken with CR, who had confirmed that budget is available for the Ward 7 list, and this is a priority on the list. Moves are afoot for this project to be implemented. Action: CY
- Coronation celebrations – TF advised that local organisations do not appear interested in arranging celebrations, and Little Dunning is not keen to ‘theme’ the event. (Residents in Latchburn Wynd are however holding a street party.)
- Community Service Volunteers – AD advised that Community Service Volunteers will be going ahead with projects at the bowling club, to upgrade benches, and repair the War Memorial in the summer holidays. Action: AD
- Football posts in Rollo Park – JS advised that the rugby posts have now been dismantled and removed by the Rollo Park Trustees, so Health and Safety concerns have now been addressed. He has approached Perth and Kinross Sports Council to ascertain whether secondhand football posts might be made available. KA offered to press from his end. While dual purpose posts (rugby and football) are the preference of the Rollo Park Trustees, football posts are preferred by the local community, including the Primary School. AD will approach the Rollo Park Trustees to request permission to cut and mark the grass so that is suitable for playing football, hopefully with the assistance of the Dunning Golf Club greenkeeper. Action: JS/AD/ KA
- Village Hall heating – this is now working.
- Planning:
- LCM reported that an application has been made for internal alterations at Tower View, Perth Road.
- LCM reported that an application has been made for alterations and extension to a garage at Garvock Lodge.
- LCM reported that the application for 9 Croft Place has been approved.
- LCM reported that the application for the Old Schoolhouse has been approved.
- Road Matters:
- KA reported that the road marking to prohibit/minimize vehicular waiting in the vicinity of the bridge, village shop, and junction between B9141 and B8642 is to be carried out imminently. The Chair was provided with a diagram showing the new road markings, and it was agreed that this was largely as had been requested. KA advised that if the area needs to be extended in the future, it can be.
- KA advised that PKC Roads Department wish to hold a public consultation/ walk-through at the junction of the B934 and B8062 (Auchterarder Road) to discuss how far to take parking restrictions. They need a proposed date and time to meet with any interested members of the community. NJ/CY/KA
- The VAS signs for the village are in the process of being erected, although TF advised that one is not where originally requested. KA responded that this is due to a lack of availability of electricity to power the VAS at that location.
- KA advised that an additional VAS is going to be installed as a safety measure on the A9, at Broom of Dalreoch.
- KA advised that any remaining 30mph signs that have been painted on roads into Dunning will be burnt-off within the next week.
- Correspondence: NJ reported that Zubair and Zara Aslam have been nominated to attend the Royal Garden Party on 4th July 2023. They are delighted to have been invited.
- Meetings Attended:
- TF and NJ had attended a Community Council (CC) Information Session with PKC, at which the role of the CC was discussed. This information is detailed in the CC Schedule of Constitution.
- NJ had attended a meeting with Galileo, developer of the proposed Craighead Wind Farm. Galileo is committed to delivering a sustainable Community Wealth Fund of £5,000 per MW of installed capacity over the wind farm’s lifetime to the local community. Galileo plans to apply for planning approval for 10 wind turbines in April 2024, with Public Consultations proposed for Q3 and Q4, 2023.
- LCM had attended a meeting with the Scottish Sentencing Council, at which she learned about sentencing guidelines in Scotland.
- Councillors’ Reports
- KA reported that PKC supports a new twin-stream recycling service that will introduce separate paper/card and plastic/metal/carton collections. Further details to be advised. Action: KA
- JS stated that no feedback had been given to community members regarding the recent Blue Bin ‘Stick to Six’ campaign, although many bins in Dunning had been red-tagged, and waste not collected. KA responded that the Council is discussing the campaign, and it has been suggested that feedback be given to householders on why their bin has been red tagged. TF further suggested that if officers inspected bins and notified householders why they had been red-tagged with a brief delay before collection, it would allow householders to remedy the situation, and would not lead to heavier bins for bin collectors on their next run. KA resolved to feed this back to PKC.
- SC made the meeting aware of a local exhibition on the 17th May 2023 from 11.30am to 2.30pm when the company proposing to erect up to 26 wind turbines at Brunt Hill will be available to answer questions. A notice will be put on the Community Notice Board. Action: CY
- Any other business:
- Youth Club- SJ reported that space is available at Dunning Bowling Club to hold a Youth Club for 13-15 years olds, on Sunday evenings, from 19.00 to 21.00hrs. Five volunteers have come forward to run the Club, but SJ is seeking more help. Action: SJ
- Community Garden - SJ also reported that permission has recently been granted for St Paul’s Church Garden to be used as a community garden. Expect more information at the next meeting. Action: SJ
- Pothole on Perth Rd - AD advised that this has now been filled-in, although poorly executed. It is expected that this will become a problem again in the near future.
- Duck race - AM advised a need for 5,000 Duck Race tickets. NJ to order from McKinlays. Action: NJ
- DCC stall at Little Dunning - AM requested (and it was agreed) that all Community Councillors be available to man the stall for a period of between 40 minutes and 1 hour.
- Path to Sewerage Works – CY reported (via LCM) that Scottish Water has been provided with photos and description of damage, although as yet there has been no response. A member of the public suggested that this may, in fact, be a ‘core path’ and has raised this with PKC. Action: CY
- Defibrillator -LCM advised that use of the defibrillator located in the phone box had been needed last week, but the Scottish Ambulance Service had no record of it. CY has contacted The Circuit to confirm that it is registered and is awaiting a response regarding why the SAS could not find it. Action: CY
- Mobility issue Perth Rd/ Lower Granco St. – TF advised that a member of the public who uses a mobility scooter has had difficulty in maneuvering the kerb at this intersection. KA to liaise with Roads Department about dropping the kerb. Action:KA
- Community Needs Assessment Plan – TF suggested that the DCC initiate a program of consultation with groups and individuals in the village, to assess perceived community needs over the next 5 to 10 years, and create a local Action Plan. JS has offered to assist. Action: TF/ JS
- Speeding -A member of the public highlighted speeding at the 20mph sign on Bridge of Earn Road, while another member of the public reiterated concerns about speeding on the B934, in both the 20mph and 40mph zones. KA responded that all community members should report concerns about speeding vehicles to the Auchterarder Police, quoting (where possible) the licence plate of the vehicle, and the time and location of the offence, and stated that if enough complaints are made, the police will send officers to the location to carry-out further speed checks.
- Dunning Burn at Lower Granco Street – a member of the republic reported that the burn has been re-routed (query: sewage works), and asked whether it will be moved back to its original course. Action: JS
- Simon Howie - A member of the public highlighted the Scottish Land Commission’s Land Rights and Responsibilities Protocol which details the expectation that communities and landowners work together to make better- and fairer- decisions about land use. He asked that the DCC approach Simon Howie to request a meeting so that the community may know about – and better understand- his plans for his land. Action: LCM
- Croft Avenue Community Garden - a member of the public advised that plans are in place to secure a further Community Garden on Croft Avenue. However, local gardens have been extended into the proposed area without permission, and the project is awaiting the redress of boundary issues.
- Lower Granco Footbridge – a member of the public highlighted an unstable step. Action: AD
- Dunning as bio-diversity village – a member of the public asked whether Dunning might become a biodiversity village. A biodiversity village safeguards the area’s biodiversity by getting rid of non-native plants and planting native ones, creating better habitats for wildlife and learning together how to make the village more biodiverse. It was not made wholly clear what this would entail, so we await further information from the proposer.
