Dunning Community Council Meeting 4 December 2023

Minutes of the meeting of Dunning Community Council held on Monday 4th December 2023

at 7.30pm in Dunning Church Hall

  1. Welcome: The Chair welcomed everyone to the meeting and thanked them for coming out on such a cold evening. Those present were: Neil Johnston (NJ) – Chair, John Stockley (JS) – Vice-Chair, Ann Myles (AM) – Treasurer, Colin Young (CY) – Secretary, Amanda Howie (AH), Lori Corbet Mann (LCM), Tony Fitzpatrick (TF), Ally Dewar (AD), Councillor Crawford Reid (CR), Councillor Keith Allan (KA) and members of the public.
  2. Apologies: Councillor Steven Carr (SC)
  3. Update from Police: No officers were available to attend but members continue to receive the Weekly Local Area Commander’s Bulletin by email.
  4. Minutes of the meeting of 6th November 2023: These were agreed and signed by the Chair.
  5. Treasurer’s Report: Copies had been circulated to members prior to the meeting and AM detailed the latest income and expenditure. These were agreed.
  6. Matters arising from the Minutes: KA provided an update of the consultation on parking restrictions in the centre of the village and reported that only 12 responses had been returned to PKC. These were generally supportive of the proposals with the exception of the double yellow lines on both sides of Muckhart Road and it was agreed to restrict these to the left-hand side only. KA will now inform PKC to proceed.

  8. Roads Matters:
    1. AH raised the matter of the undergrowth at the base of the hedge along the footpath from Dunning to Kincladie Wood and explained the difficulties of meeting people due to the reduced width of the footpath. PKC had visited the location and decided that it was not a priority.
    2. The beech hedge at Lochmanor has not been cut back and is now restricting the road width round the corner opposite St. Andrew’s Cottage.
    3. AH reminded people that there was a deep pothole in the dip opposite Kincladie Wood.
    4. The large pothole between Masterfield Corner and Dalreoch Railway Bridge has not been repaired and has caused damage to 2 tyres and one wheel recently.
    5. The flooding on Auchterarder Road to the West of South Lodge was raised as this is likely to remain a problem whenever there is any amount of rain. PKC had visited the location but passed the problem to the landowner.
    6. The flooding at Dalreoch Railway Bridge was examined by PKC but cannot be dealt with as there is no budget in the current financial year.
  9. Correspondence: Nothing of note that has not been passed on by email.
  10.  Meetings Attended: Nothing to report.
  11. Councillors’ Reports: CR reported on the decision by the Scottish Government Reported to proceed with the proposal to install a junction between the B8062 and A9 at Shinafoot and the campaign by Auchterarder Community Council and the Councillors to stop this waste of money and inappropriate location. CR suggested that Dunning Community Council should also be involved and NJ will make contact.    Action: NJ
  12. Any other business:
    1. AH reported that she had been looking at the work of the Safer Communities Team in regard to supporting vulnerable people in the community and highlighting such things as drink driving, drugs, etc. and will make further enquiries to learn if there is a place for them in Dunning.                       Action: AH
    2. AM had received word that the Christmas Tree would be delivered this week and that they would store it at Wellhill until it was put up. Contact had been made with Scout Leaders about the Christmas lights and TF will speak to them about timing of the installation. JS and CY will assist.                                 Action: TF
    3. TF reported on the Newsletter/Survey distribution with 35 returns so far with positive feedback about the CC and highlighting the usual local issues. A spreadsheet will be used to collate the responses. NJ asked that those distributing the Newsletters tell him of the exact numbers of addresses on each delivery route for future use.                                                                                                                                  Action: All
    4.  AD reported that the Thursday Football in the Rollo Park is a great success with a large number of youngsters enjoying themselves and learning the sport.
    5. A member of the public asked how it was compatible to have a Conservation Area but solar panels on the roof of a new-build at the back of St. Serf’s Church. It appears that the Scottish Government requires new-builds to have either solar panels or a ground source heat pump.
    6. Another member of the public thanked the DCC for their very robust objection to the proposed Wind Turbine at Findony after so many locals had voiced their concerns. KA then explained the next steps in the process.
